ACT I provides total Foreign Military Sales (FMS) Life Cycle Management for U.S. implementing agencies and international customers to include: pre-LOR requirements development, selection of defense articles, training and services, and requests for price and availability (P&A).
We also provide case development guidance and support and assistance for: policy waivers, technical releasability, site surveys, manpower estimates, and Letter of Offer and Acceptance (LOA) transparency and pricing requests.
Finally, we provide our U.S. and international customers case execution and case closure support.

F-35 Lightning II International Directorate
ACT I provides Contractor Support for all FMS cases (Israel, Japan, Korea, Singapore, and future cases in development). We provide pre-LOR and LOA planning and support as well as Case Execution support like managing funding, accounting, tracking technical CDRLs and schedules, and delivering FMS assets and services.
Embassy of Australia for the Classic and Super Hornet (F/A-18 FMS Cases), EA-18G Growler and MH-60R FMS Cases
ACT I has supported the F-18 FMS program and EA-18G Growler program for the Commonwealth of Australia for more than 20 years providing engineering, logistics, budget and financial management, case reconciliation, cost engineering, and administration and security services.
Logistics and Management Support Services Naval Supply Systems Command Weapons Systems Support (NAVSUP WSS) to the Royal Australian Air Force (RAAF)
ACT I provides logistics analysis support to the RAAF to support their FMS programs. Support and task areas include: logistics, management, analytics, and FMS case financial services in our engagement with CONUS-based agencies on behalf of the Australian Defence Forces.
Naval Supply Systems Command Weapons Systems Support (NAVSUP WSS) Logistics Support Services in Support of Egyptian Liaison Office
ACT I provides logistics support services including Cooperative Logistics Supply Support Arrangements (CLSSA) cases, Direct Requisition Processing (DRP) cases, and Repair of Repairables (RoR) cases. We monitor supply discrepancies and critical item status and repair of repairable reports, we interface with U.S. and Egyptian in-country organizations and personnel, and we provide program and administrative support.
F-35 International Directorate, Contractor Support for Japan
ACT I provides planning and coordination of the Final Assembly and Check-Out (FACO) Stand-Up, Low Rate Initial Production (LRIP)/Production Lots, and the Japanese Industrial Participation IAW Japan’s F-35 requirements. Areas of support include Performance Based Logistics; contract negotiations and monitoring; cost/schedule/risk assessments; reviewing, validating, and negotiating Engineering Change Proposals (ECPs); capability analysis support; and study and industrial participation analysis support.
