Michael niggel

As CEO, Mr. Niggel sets the firm’s strategic direction, leading enterprise growth initiatives, overseeing successful delivery of ACT I programs, and guiding enterprise value, governance, and employee satisfaction. He also directs the firm’s Joint Venture Partnerships to ensure customer satisfaction.

Mr. Niggel’s program and acquisition management experience spans 35 years providing program/financial management and contract negotiations support for complex DoD ACAT I and DHS Level 1 programs, Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) cases.

He led ACT I from a small business to a thriving mid-tier company consistently celebrated for growth, including being recognized as one of the fastest-growing companies in the region on the Virginia Chamber of Commerce’s 2020 Fantastic 50 and Washington Business Journal’s Fast 75, and nationally as one of the Fastest Private Growing Companies in America as part of the 2020 Inc. 5000 list.

Before founding ACT I, Mr. Niggel served as a Vice President/Operations Manager with SAIC’s Technical/Business Solutions Operations supporting the Secretary of Defense’s Office on the National Defense Panel. He managed 3 SAIC Acquisition Divisions supporting the Armed Services missions. Before SAIC, he served as a Presidential Management Intern with the Air Force/OSD in the Reagan Administration. 

He is a member of the Ronald Reagan Institute’s National Leadership Council and serves on the Board of Directors of the Professional Services Council (PSC), the National Defense Industrial Association (NDIA), and the Northern Virginia Chamber of Commerce.  He is a Board Advisor to the Association of Enterprise Growth (AEG), the Cyber Bytes Foundation, and is a member of the Small and Emerging Contractor Advisory Forum (SECAF). His legacy of work with ACT I is also featured in the book The American Entrepreneur.

Mr. Niggel earned an MPA in Financial and Policy Analysis from Indiana University and holds a BA with Distinction in Political Science and History from Hendrix College. He is a graduate of the Defense Systems Management College Program Manager’s Course (DAU PM Level III).  He is married to retired Col. Toni Arnold, USAF; they live in Alexandria, VA with their dog, Lacey.
