Program Management

The F-35 Lightning II Joint Strike Fighter Program is considered the single most complex acquisition program in U.S. government history. ACT I successfully negotiated more than $1 billion in savings on the core program for the U.S. Services and International Partners and more than $100 million in customer program savings and cost avoidance for three FMS cases.

We are experts in successfully managing and supporting complex and highly visible DoD ACAT I and DHS Level 1 programs for the U.S. government and our allies MoDs. We work in concert with all our clients to supplement their existing programs and ensure compliance with established technical, cost, schedule, and risk key performance indicators. Our clients receive:

  • Subject matter expertise in DoD and DHS Acquisition Directives.
  • Experience in full program life cycle management from requirements development to research and development, production, testing, delivery, CONOPS, logistics and sustainment, and reporting to senior U.S. government officials (Department Secretaries and Congress) and allied leadership.
  • Contract performance analysis tools for tracking requirements (e.g., in DOORs), technical metrics, dashboards, Integrated Master Scheduling (IMS), Earned Value Management Systems (EVM), and other client-specific requirements and systems.

F-35 Joint Program Office Cost Analysis, EVM, and Financial Management (FM) Support Services

ACT I provides the U.S. government, Foreign Military Sales (FMS), and Security Cooperation Participant (SCP) customers with cost estimating, EVM, and FM support and services. Support disciplines include program management; cost estimating; EVM analysis; scheduling; and budget formulation, execution, and reconciliation.

Department of Homeland Security (DHS) National Programs and Protection Directorate 

ACT I provides critical expertise to the DHS NPPD CS&C office to support the security of our nation’s cyber and communications infrastructure. We provide acquisition and technical subject matter experts and analysts to assist in sustaining the business support operations. Operations include project management support, contract analysis support, acquisition and procurement planning support, and procurement execution support.
