Overview
Advanced Concepts and Technologies
International, LLC (ACT I) performs scientific research
including conducting analyses of alternatives, cost benefit analyses,
and technical/scientific evaluations. Our key staff has significant
experience in managing defense research, development, test and evaluation,
projects and programs. Examples include: (1) acquisition and cost
analysis for the DoD Joint Vaccine Acquisition Program (JVAP) which
is developing and producing vaccines for biological warfare agents,
(2) analyses of alternatives for measuring polar ice thickness by
submarines, (3) providing senior science, engineering, cost analyses,
analyses of alternatives and related advisory services to the U.S.
Defense Threat Reduction Agency (DTRA) on the dismantlement and
destruction of Russian nuclear intercontinental ballistic missiles
and sea launched ballistic missiles, (4) managing research, development,
and production of two major satellite systems involving secure Presidential
communications and the positive control of U.S. offensive forces,
and (5) performing basic and applied research on activated carbons
and catalysts in support of pharmaceutical and chemical production
plant operations.
ACT I and Baylor University have formed an industry/research
institution partnership to conduct water and air security research,
analysis, development, testing, and evaluation of promising technologies
and processes for the detection and removal of Nuclear, Biological
and Chemical (NBC) agents from the environment. Our partnership
combines ACT I’s knowledge and experience in defense program
research and development, cost estimating and benefit analysis,
and project management with the extensive research staff and laboratory
resources of Baylor University. This synergistic balance assures
our clients of the highest quality research, objective assessment
of existing technologies, and comprehensive threat and solution
analyses of alternatives.
Specifically, the ACT I/Baylor Partnership provides:
- DoD NBC warfare Team member experience. Our
staff has current experience with NBC technologies, systems and
policies, have managed the DoD CHEMDEMIL program, and have led
the risk and life cycle cost analyses for a major NBC stockpile
reduction program.
- NBC, major weapons, and water systems and programs
Analyses of Alternatives (AOAs) and R&D experience. Our
management has led the development and implementation of project
management systems, oversight and advisory services for major
NBC threat reduction programs.
- Imminent staff credentials and laboratory
facilities of Baylor University. For example, Baylor’s
Center for Reservoir and Aquatic Systems Analysis is staffed with
analysts who have world-class nuclear, biology, and chemical science
credentials, DoD NBC expertise, and perform ongoing research into
water-borne threat solutions for a wide range of water-borne NBC
agents.
- A DoD-experienced contractor with Defense
Contract Audit Agency approved financial and property management
systems.
- A Senior Assurance Board chartered to provide
strategic guidance and to assure quality of every aspect of our
scientific research projects. Dr. Harold Rafuse (scientific,
engineering, logistics, nuclear weapons, DoD R&D), Lt General
Harry Goodall (USAF, retired; NBC warfare expert), Dr. Truell
Hyde (Baylor Vice Provost for Research), and Mr. Mike Niggel (DoD
Joint Strike Fighter and F/A-22 manufacturing, cost and affordability
analyses; DARPA and Navy advanced technology programs) provide
oversight and added value to each project the partnership undertakes.
